senate minority leader mitch mcconnell didn't support speaker boehner's plan. >> i have no particular observation other than i commend the house republican leadership for trying to move the process along, and getting to a point where hopefully we can have a real discussion. >> i want to bring in "time" magazine's assistant editor and "national journal"'s chris freitz. does this come down to john boehner and what he's willing to do? >> i think what we've been seeing for the last few months, the ideological struggle within the republican party. you've seen some moderate voices stepping up saying let's make a compromise but you have a house that's intransigent. i think bainer is in charge at the end of the day but he's got to wait, marshall the forces and have people coming to him and i hope this doesn't become a game of chicken that goes on into february and march when we have to raise the debt ceiling. >> the question is rates, are rates going to go up? let me play what tom coburn said this morning. >> personally i know we have to raise revenue. i don't care which way we do it. i'd rat

mitch mcconnell tried to get the senate, hary reid to vote o the president's plan and harry reid said no. democrats are calling ita stunt. this is the president's plan we can raise taxes on rich and you don't have to cut spending and you can do all the things that he wants to do, and they don't want thatto come to a vote. there might be something there. i'm thinking that might maybe make him on it and let the chips fall where they make. elections have consequences. at that right now. lou: i think we all agree about conseqnces. certainly. your thoughts on this? does it look to you right now like we are going to avoid this fiscal cliff? the president, but the brilliant idea? it's interesting how he does this. he initiates an ultmatum and the goes passive aggressive on everyone and withdraws from the field. it's really a bizarre and intriguing strategy which obviously has completely confounded republican leaders. >> yes, and the polls show that the american people are prud and -- probably going to blend republicans now matter what happen. lou: slightly. >> therefore i think that is what

senate -- senator mitch mcconnell did not endorse john boehner's plan last week. guest: in this case, you've got substantial differences in party outlook. the tea party was always stronger in the house. what will work for senator mcconnell was running for reelection now may not work for house republicans. even if there is an agreement between speaker boehner and president obama, it is not clear it will be acceptable. host: david is on the phone from york, pennsylvania, republican line, good morning. caller: i'm calling from arkansas, actually. i am an attorney and i've tried to watch the actions of this president. i take into consideration the books he read and he uses the philosophers who taught him as he grew up. i really believe that based on the way he is trying -- that based on the way he has been trained, i think the president wants to go over the cliff because that will achieve the things he was buried he wants to break up the republican party. he wants to break its back and then he also wants to go over the cliff because he wants to have a financial crisis

you found that mitch mcconnell, the senate minority leader, has criticized john boehner. john boehner should not be concerned about losing his job. he should be concerned about doing his job. his job is that of the american people. i do not want to get caught up in the sound bites. at least bring some kind of leverage, some kind of balance to this crisis. host: "in new york times" this morning -- guest: what does he have to negotiate? there are three options. you could allow the tax cuts to expire december 31. you can cancel some or all of the tax increases and spending. that would accelerate a dive back into a great recession or depression. in the first quarter, we would have very little difficulty in distinguishing ourselves from the crisis that is in gulf and europe and especially greece. the other thing we could do is come to a midline course of action where you could actually -- what can you minimally due to cut spending? what can you minimally due to have shared sacrifice so everyone is sacrificing something in this game? the other thing we don't talk about -- the i

. >> margie, if you look at the fact that in the 2011 debt ceiling battle senator mitch mcconnell had this to say. he said, i think some of our members may have thought the default issue was a hostage. you might take a chance at shooting. most of us didn't think that. what we did learn is this. it's a hostage that's worth ransoming. and it focuses theç congress o something that must be done. now, if this was their thought and attitude in 2011, do you think that's what we're dealing with, that kind of feeling, attitude of holding the hostage for ransom now? >> i hope not. it's bad for -- it's certainly bad for the economy and it's also been bad for the economy brand. it's the reason that they were unsuccessful in the polls and by two to one if we don't reach a deal for the fiscal cliff. and it's also the reason why you see voters very clearly support having the wealthiest pay a little bit more. it the one proposal that is consistently -- it received strong support from a ma sdwrort majority of reporters and they dig their heels in and say we don't support this. they are on the wrong
